Cyber Terrorism is the act of corrupting or stealing data to damage high end computer systems or gain monetary funds. Its estimated as of 2006 90% of cyber terrorism is conducted by amateurs, and because of this cause much of the damage over the internet.

The much feared "computer virus" is a form of cyber terrorism which can be used to steal credit card numbers, damage computers or record key strokes. Many cyber terrorists consider themselves professionals. This accounts to about 9.9% of cyber terrorism. Often targets for these people are small banks (transferring funds) or small civilian attacks. The most threatening is the .1%. They are the best of the best. These people can hack into government systems causing irreparable damage to computer filing systems, and gaining access to classified documents.

Cyber terrorism cost the U.K 400 million pounds (600 million US dollars) between 1993-1995. Banks every year lose hundreds of thousands of dollars due to cyber terrorism. For example, a hacker from Russia tapped into Citibank's funds transfer system and took $10 million.
